Rules and Regulations for 2011
Sanctioning
The Huntsville Invitational Classic 2011 Tournament (HIC), a USBC certified tournament maintains a Moral Support Certification for non-members of USBC and is a mixed handicap competition open to men and women by invitation. All bowlers are subject to the USBC rules and jurisdiction for the event. All participants must be a current member of IGBO or qualify under the Moral Support Certification. If the participant is not a member of USBC, he or she must pay the appropriate associate member fee to be eligible for USBC awards. HIC permits the participation of non-certified bowlers, who shall use a minimum average of 130. Such bowlers shall be required to submit all league averages and tournament scores for possible average adjustment. If the bowler is not a member of IGBO, in any of its membership classes, he/she must become an IGBO Associate Member and pay the appropriate Associate Membership fee ($25.00 as of 11/07). The bowler shall have the opportunity to apply for Associate Membership at the time of registration.
Event Participation
The tournament shall be handicap events consisting of Team, Doubles and Singles with Doubles & Singles bowled in tandem. The Doubles/Teams events will bowl on Saturday and the Singles Event will bowl on Sunday. An Optional individual Scratch Event will also be offered. Each participant will bowl three (3) games per event and must enter all three events. Teams will consist of four (4) members comprising any mix of men and women. Men and women will compete on an equal basis and ALL DOUBLES PAIRS MUST COME FROM THE SAME TEAM. Employees of the host bowling center who are non-IGBO league members shall not be permitted to bowl in the Huntsville Invitational Classic.
Participant fee will be $90.00 per person and contributes to the following items:

Optional Scratch Event
Optional Scratch Event will be offered to all participants using five (5) divisions as follows:
Division A <=134
Division B 135-154
Division C 155-174
Division D 175-194
Division E 195 and Up
The entry fee for the Optional Scratch Event will be $25.00 with a 100% return and a payout ratio of 1:8. Scores used for the Optional Scratch Event will be those scratch games as bowled in the handicap division of the tournament.
Women’s Optional Event
There will also be an Optional Women’s Handicap Event ($20 entry fee). It will feature a 100% payout and a ratio of 1:8. Handicap scores for all nine (9) games as bowled in the tournament will be used.
Scratch Masters
They will be Scratch Master bowled during the HIC 2011, Scracth Master will be offered to those who want to enter. The price of this event has yet been determined. The Scratch Mast Divisions are as follows:
Division A: 0 to 150
Division B: 151 to 172
Division C: 173 to 194
Division D: 195 & UP
Qualifing Games for Scratch Masters will consist of Doubles and Teams Bowled on Saturday. The top 8 of each division qualifies them to bowl.
Awards and Prizes
All cash events shall be based on total pins plus handicap for each event. Awards will be given, in the handicap division, for the best Singles, Doubles, Team and Individual All Events. The awards ratio will be a minimum of 1:8. Prizes will be distributed by check within 30 days. Any ties will result in the sum of the prizes being aggregated for the tied positions and divided equally by the number of ties for that placing.
Entering Averages
Entering averages for H.I.C. entrants will be determined as follows:
1. Highest final book average based on 21 or more games (As of June 1, 2011).
2. If above is not available, bowler may use highest Summer 2011 final average based on 21 or more games.
3. If neither of the above is available, bowler may use highest 2009-2010 book final average based on 21 or more games.
If none of the above is available, bowler must enter tournament at a minimum of 200.
The above averages must be verified by use of: league standing sheet, signed by league secretary, letter from league secretary, photocopy of book average (with year noted) or Bowl.com average from the Find-A-Member database and must accompany entry form.
Handicap
The handicap allowance for the tournament shall be 90% of the difference between the bowler's entering average and 225. Negative handicaps will not apply.
Average Verification Responsibility
It shall be the bowler's responsibility to verify the accuracy of his/her entering average, whether submitted by the bowler, the team captain, or others. If the submitted average is lower than required and results in a lower classification or more handicap, the bowler's score will be disqualified. If the submitted average is higher than required, prize winnings will be based on the submitted average.
Previous Monetary Awards Won/Tournament Average
Bowlers who have bowled 21 or more USBC / IGBO tournament games prior to H.I.C. 2011 (including last year's H.I.C.) must report their scratch scores for those tournaments (as of August 1, 2011). Bowlers with tournament averages with 10 pins or higher than the verified entering average will be re-rated as outlined in USBC Rule 319E. Bowlers who have won $600 or more in any single USBC / IGBO tournament event are required to declare these winnings and submit their scores as stipulated in USBC Rule 319D. A bowler unwilling to accept an average re-rate is entitled to a full refund.
Attendance & Substitutes
It is solely the bowler's responsibility to be present at the assigned lanes ate the time of bowling. Subs may bowl at the discretion of the Tournament Committee and must meet the same qualifications as all other entrants. If no sub is available, a zero will be used for the missing bowler(s). Late bowlers will begin bowling in the frame in which they are ready to bowl with prior frames being scored as zero. No practice balls will be allowed for late bowlers. Entrants shall be allowed two (2) balls of practice per lane prior to each event.
Entry Requirements
The entry fee is payable in US funds either by money order or certified check payable to the Huntsville Invitational Classic. All entries should be postmarked by September 12, 2011 and will not be guaranteed unless sent RETURN RECEIPT REQUESTED. All entries postmarked after September 12th will be accepted on a first received, first accommodated basis, as space permits and will incur a $10.00 per bowler late fee which should be included with payment. Applications are considered incomplete until receipt of payment of entry fee (including applicable late fees) and acceptable average verification documentation. Incomplete applications may not be accepted.
Entries shall be limited to a maximum of 44 teams (176 Bowlers). Once an entry is accepted, no refunds will be issued (non-acceptance of average re-rating excepted). Partial team entries will be accepted and the Tournament Committee will make every effort to fill vacancies.
Protests
All claims of errors or disputes must be submitted in writing to the Tournament Director(s) or their appointed representative(s) within two (2) hours of the error or dispute. The protesting bowler(s) or team(s) and the Tournament Director(s) shall settle the dispute according to H.I.C. rules and/or USBC tournament rules and procedures.
Miscellaneous
All other rules not covered herein shall be governed by USBC ruling. Any person attending and requiring special needs must notify the Tournament Director(s) in writing.
